It would be a matter of such moment that It would discourage
and ruin all Trade and Commerce with us and thereby render
us far more miserable than our worst Circumstances now are
and give occasions to Creditors loudly to complain of our
Injustice and partiality to the great Scandal of our Country
which will not be easily wiped off
We cannot apprehend why you should send us such a Mes-
sage unless you were conscious to your Selves we have just
Reason to reject the Bill you propose

Major Sprigg and three more bring up three Engrossed
Bills Viz
A Bill relieving the Inhabitants from some Aggrievances in
the prosecution of Suits at Law
A Bill restraining the Inhabitants of this Province from
selling any Quantitys of Strong Liquors to the Indians and to
prevent spreading false Rumours Mutiny & Differences be-
tween them and her Majesty's Subjects of this Province
A Supplementary Act to the Act of Assembly of this Prov-
ince for punishing the offences of Adultery & Fornication
All which Bills were read and assented to by the House of
Delegates. And being again read at this Board were assented
to and then returned to the house by Col Addison and Cap^t
Dorsey
Ordered the Clerk of this Board be allowed on private
Bills &c the same Fees as are allowed by the Delegates to
their Clerk
The proposed Supplementary Bill to the Act for probat of
Wills being read at this Board & Debated Resolved that in
Case such Bill should pass It will be a means to prejudice
Orphans by undervaluing dead men's Estates which are always
to be appraised in the presence of two of the Creditors Who
will never be induced to approve of and sign any Inventory
unless at very low Appraisments since they know they must be

obliged to take the meanest part of the Estate in Satisfaction of
their debts for which reason and many others we reject the Bill
The said Bill being so endorsed was sent to the House by
Col Holland Samuel Young Esq^r Col Addison Col Tilghman
and Capt Dorsey
Major Hammond and three other Delegates bring from the
House Viz.
