Post Meridiem Council Sate Present as before

Came Mr Muschamp Mr Tyler and brought from the House
the Address to her Majesty Endorsed

By the House of Delegates Sepr 27th 1704.

We have received your Honours Resolutions touching the
Address We confess we are something surprised to find that
your Honours after you had agreed with us on Reasons to be
Contained in it and had in your former Letter or Address
shewn at the Conference said that you believed the General
Assembly would proceed further on that Subject your Honours
should refuse to Joyne with us because we do not now raise
mony when your Honours know all the Account We have of
the design is but dark and uncertain and such as we are not
absolutely to rely on

We heartily wish we could Concur with your Honours in
all things for the good of this Province and we shall be always
as ready as any to raise mony where the necessity of the Pro-
vince requires it which in this we Cannot perceive Therefore
since we shall not say or do any thing in the name of the Pro-
vince without your Honours in Conjunction neither shall we
meddle with this address unless your Honours Joyne with us

Came Mr Coursey and brought the following Message Viz.

By the House of Delegates
Sepr 27th 1704

The greatest Part of the Bills having passed your Honours
Assent and this House the "next material matter offering to our
Consideration is settling the Law for regulating officers Fees
and therein of the charge of the Great Seal to the Laws of
this Province for the future on which we desire to know
whither your Honours think it most proper for the dispatch of
business to proceed by drawing the Bill or by Message and
Answer or by appointing a Conference with some of this house
and your Board in either of which or any other reasonable
Method we are ready to proceed

viding what shall be good Evidence to prove foreign Debts
