John Winfell and desired the House might have Satisfaction
given them in Passing the Bill
Ordered that William Bladen inform the house therein
Mr Muschamp and Mr Thomas Frisby to inform his Excy
that they are appointed to meet his Excy and the Gentlemen
from this Board in reference to passing the Bill for regulating
ordinarys
They are told that the Gentlemen of the Council will Join
them at Mr Freemans
Came Mr Francis Dollahide and brought up the bill for lay-
ing an Imposition of nine pence p Gallon on Rum Wine
Spirits and Brandy from Pensilvania by and over Land En-
dorsed by the House that they insist upon the Bill as drawn
Exclusive of the Amendment which was agreed to by the
Board and the Bill the second Time read and sent to the
House by Mr Sanders.
Then was read the representation of the Rector Governours
and Visitors of the Free School praying allowance for the rent
of Room for the publick Library from the third of May 1700
at the rate of twelve pound p annum and also a Considera-
tion for the rest of the house made use for the publick Service
The said representation is referred to the Consideration of
the House of Delegates and sent by Col Holland
The Gentlemen of the Council appointed upon the Con-
ference with the members of the House of Delegates to
obviate the Designes of New York and also about the Land
Records take their places at the Board & make the following
reports viz.

Sepr 1704

At a Conference appointed by his Excy the Governour
Council and Assembly to consider of and advise and Lay before
her Majesty such Reasons as may induce her Majesty to put
a Stop to all Proceedings levelled against the Constitution of
this Province by the Governour of New York
1. It is Conceived by this Conference that if the Seat of
Government be at New York it will not only be a means to
allure and Entice many Tradesmen Artificers and others now
among us who follow the Trade of Planting Tobacco here to

desert this Province and fly to that of New York where they

may follow their several Trades and Callings and gain to
themselves more Ease and Advantage thereby lessening the
Revenue of the Crown of England and also by these means
we shall in a short time be Enabled to Supply us with such
manufactures and other necessaries which we now have im-
ported from England and inevitably destroy our Commerce
with the same.
