Journal.

His Exncy being Informed that Mr Thomas Collier Navll
Officer at the Port of Wm Stadt had Cleared the Elizabeth of
Leverpool Edward Ratchdale Mar bound for England not-
withstanding the Embargoe layd by the Government, advised
that Whereas the said Shipp is still in the Bay that his Exncy as
Vice Admirall will be pleased to Command the said master
to Appear before him before he prsumes to Depart this pro-
vince and thereupon a Warrant was Issued to that purpose
and Mr Tho: Collier being Called in was severely Repre-
manded and Comanded to use his uttmost Dilligence to bring
the said Master before his Exncy & prevent his sayling.
The Board adjourned for two hours.

Post Merid. The Councill Sate present as before
His Exncy is pleased to say that upon many Emergencys
Especially upon the late misfortune of the Court house not
being able to gett any number of the Councill together the
Weather being so hard, he had offten occasion to require the
honble Coll. Hamonds advice and assistance who upon all
Occasion has bin very Ready to undergo the Fatigue of at-
tending being for her Matys Service and good of the Coun-
try for which the Gent, of the Councill with his Exncy Give
Coll Hamond their hearty Thanks.
His Exncy purposes to the Board that whereas It is now
time of Warr and the province is but Indifferently provided
with Ammunition the greatest part of the powder being old
and decayed — there being a Considerable sume of money
now in Banck for the purchasing thereof whether it would be
proper to send for a Considerable Quantity of Armes and
Aminision, and to what value, to which the Councill do say
that for the present Service of the Country It will be neces-
sary to send for 200 musquets of high Caliver Boare & 100
Carabines Snapphance & 100 Cuttlaces with Broad Deep
Blades to thrust as well as Cutt with Seale Skinn Scabbards,
200 Catouch Boxes and belts no half Barrells of good pow-
der of 56 C weight and 5000 weight of Lead one-halfe in
Bulletts & the other in high Swann shott.
His Exncy says that He observes the Country powder is
dayly decaying, but if there were a Double Store it might be
sold for the full value or more at this tyme. Therefore pro-
poses that when the Country is so well supplyed that It may
be in the power of the Cofnander in Chiefe of every County
to sell and dispose thereof rendring an Account to his Exncy
the Governour and the Councill thereof.
Ordered that George Plater Esqr her Matys Receiver of the
district of patuxent observe his Exncys Directions in Lodging
