       Copy his Lordships 8th Instruction to Mr Nicholas Lowe p. 78

       t

    

    

       Whereas by our 12th Instruction formerly sent your Brother

     Bennet Low he was particularly directed before he made out

     any Lease or Leases if any part of the Susquehannah Mannor

     formerly forfeited to the Proprietary by Colo George Talbot

     to Consult Mr Philemon Lloyd, my Will now is that no Lease

     or Leases be made thereof without my further Orders having

     some thoughts to grant out the Inheritance of some parts

     thereof to the people that are carrying on the Iron Works

     thereabouts You are therefore as soon as possible to send me

     as good an account as you can of the Value of those Lands

     by the Acre which I hear is considerable that I may know the

     better on what Terms to dispose of them tho in the mean

     time I would not have the expectation of the people in the

     least baulk'd that the said Lands will be shortly parcell'd

     out by Lease to such persons as are willing to pay reasonable

     Considerations for the same

       After reading the aforesaid Instructions his Excy acquainted

     the Board that Mr Nicholas Lowe desired their Advice and

     Opinion how he should act with Reference to those Instruc

     tions there having been several Leases made out tho not yet

     delivered and several Surveys return'd pursuant to the form

     of those Instructions

       The Board taking the same into their Consideration are of

     opinion notwithstanding the prohibition in his Lordships latter

     instruction that it is expedient according to his Lordships own p.

     sense of it in the Close of that Instruction that he would not

     have the expectation of the people in the least Baulk'd that

     such persons as have been at the charge to have their divi

     dends surveyed and Certificates of them returned have their

     Leases Confirmed to them because it may be of very evil

     Consequence to his Lordships Interest to discourage those

     who have thus qualified themselves for Leases and may pro

     voke them to comply with the Pennsylvanian Government,

     and create a general dissatisfaction among the people in those

     parts to his Lordships Great prejudice

       His Excellency laid before the Board an extract of Proceed

     ings of a Council held at Philadelphia the 5th day of Novem

     ber 1722 which was read and Ordered to be entred and is as
