270 Papers Relating to Affairs in Maryland, 1701—14.
P. R. O. acquainting the people, of their Duty to God, their Soveraigne, and Country, which these Justices of the County Courts never do, were any of them capable thereof, So that the Country borne as they terme themselves neither know their Duty to the Queens Matye nor the Respect they owe the Civill Magis trate, Wherefore Seing their Ignorance and Ambition will not suffer them to do what in all honesty, and good Con science, they ought for the Service of their Country, I know not how these Justices, Who are the only asserters of her Matys Royall Prerogative can be Supported, unless her Matye is pleasd to direct the Councill and myselfe Should pay each of them One hundred and twenty pounds p Annü, out of the Imposts rais'd for the defraying the necessary charge of this Province, which will very well answer that, and the other necessary Contingencyes, the Justices of the Provinciall Court as it Stood before this Regulation having been as great a Charge to the Province, without any Encouragement to them The Severall Laws for the Jmposts are now revived for three Years & better, So that there will be a certaine Sup- porte for three years at least to those Justices; but without her Matys express Direction I shall not presume to make them any Allowance for their Service. According to a former Direction of the honble Boarde I have made Some Observations on the Severall laws enacted this Session, which are inclosed, and most heartily begg pardon for anything, that may have Slipt my Notice, having been So very ill, that I could not Sitt in Councill above three or four days, during the whole Session, and have not been able to go out of my house ever since. I should be very glad to have her Matys Royall Comands about running out the Northern Lyne of this Province, or to heare my Lord Baltimore and Mr Penn had adjusted that matter between themselves, there being many hot disputes; So that the people of both provinces are, with much ado, re strayned from comitting Violence on each other, Which I should be Sorry to see, and in the meane tyme will take the best care I can to prevent it, And in all other things endeav our to distinguish my Zeal for her Matys Service, and Obe dience to your Comands being My Lords Your Lordships most Dutyfull humble Servt Maryland March 10th 1708/9 Io: Seymour
