The aboue reasons being duely considered wee humbly
report our opinions that the profitts ariseing from ordinary
keepers Lycences are not any part of the Crowne of Eng-
lands revenue, but may be applyed to the uses mentioned in
the bill for regulateing ordinarys &c If the Govern^r Coun-

sidered, & resolved th^t he or any one for him haue liberty
to ship the like quantity of Tob^o and furrs on any other Ves-
sell Duty free
