report our opinions that the profitts ariseing from ordinary
keepers Lycences are not any part of the Crowne of Eng-
lands revenue, but may be applyed to the uses mentioned in
the bill for regulateing ordinarys &c If the Governr Coun-
cill & Assembly think fitt

sidered, & resolved tht he or any one for him haue liberty
to ship the like quantity of Tobo and furrs on any other Ves-
sell Duty free
