With this her Majesties Instructions his Excy recomends to
you the Explanatory observations from the R^t hon^ble the
Com^rs of Trade and Plantations herewith sent you.
2^d You are to obserue in the passing of Laws that the
Style of Enacting the Same be by the Governeur Councill &
assembly, and noe other, You are alsoe as much as possibly to
obserue [sic] in the passing of all Laws, that whatever may be
requisite, upon each different matter be accordingly provided
for by a different Law, without intermixing in one and the
same act such things as haue noe proper relaon to each
other, and you are more Especially to take care th^t noe clause
or clauses be inserted in, or annexed to any act which Shall
be forraigne to what the Title of such respectiue acts imports.
3. You are to take care that in all acts or orders to be
passed within that our Province, in any case for Levying
money and imposeing fines and penaltyes express mention be
made that the same is granted or reserued to us our heirs and
and Successors for the Publick uses of that our Province, and
the Support of the Governement thereof, as by the said act or
order shall be directed
4. and wee doe particularly require and comand that noe
money or vallue of money whatsoever be given or granted by
act or order of Assembly to any Govern^r Lieuetenn^t Govern^r
or Commander in Chiefe of our said Province, w^ch shall not
accordeing to the state of acts of Paliament in England be
mentioned to be given and granted unto us with the humble
desire of such assembly, that the same be applyed to the use
and behoofe of such Governour, Lieuetennant Govern^r or com-
mander in chiefe, if we shall think fitt.
5: And whereas the gen^ll Assembly of our said Province
has by severall Temporary laws Enacted that a duty of three
pence Sterling per hhd upon all Tob^o exported out of the
said Province (over and aboue the aforementioned moyety of
two shillings p hhd) should be paid unto us our heirs and
Successors dureing the tyme limittied by Each act respectiuely
for the Support of the Governour of the s^d Province Wee
being willing that a like provision be made for your better
support and maintenance in the said Governem^t are graci-
ously pleased and doe hereby direct, that if the Generall As-
sembly of our Province shall pass an act for Settling upon us
the whole Duty of three pence p hhd, dureing yo^r continu-
ance in the said Governement or for longer Tyme, You may

(in that case) receiue and take the same unto yo^r own use,

over and aboue the three fourth parts of the forementioned
Moyety of two shills p hhd, as before directed.
6: And you are to recomend to the next generall Assembly
the raising of such other Supplyes, from tyme to tyme as may
