have sustained by their Saylors being entertained by the
ordinary Keepers at South River And this being Considered
to be a growing Evil Resolved that the following Proposal
for Redress thereof be sent to the Lower House for their
Assent and Concurrence in ordering the same.

March the 19th 1701
Whereas in the late Act for regulating Ordinarys there was
a Good and Beneficial Clause Enacting that no ordinary
Keeper whatsoever within this Province should credit
any Sailor belonging to any Merchant Ship or other
Vessel trading within this Province for more than the value
of twenty shill currt mony during their stay here for the Time
of one voyage, which said Clause is now omitted in the pres-
ent Law for regulating the said Ordinarys from harbouring
and Entertaining such Saylors to the great Prejudice of the
owners & Masters of Vessels to whom such Sailors belong
who generally neglect and delay to perform their Dutys and
obey the Lawful Commands of ..their Masters to the great
Disservice of his Majesty and Prejudice of Trade within
this Province preventing and impeding the dispatch thereof.
And very often such Sailors have spent their Wages in such
Ordinarys occasioning and inducing them to runaway and
desert the Vessels whereto they belong.
It is proposed that it be ordained, And be it ordained by his
Majesty's honble Council and the Delegates of this present
General Assembly that no Ordinary Keeper whatsoever within
this Province to presume to Harbour or Entertain such Sayler
to the neglect of their Service to their respective Command-
ers and Prejudice of the Dispatch of any Ship or Vessel thereby
under the Pain and Penalty of being Suspended from keeping
Ordinaries and that no Ordinary Keeper whatsoever shall
credit such Sailor for more than five shill during one voyage
