that provision be made therein, that the wilfull Killing of In- P. R. O. dians & Negroes may be punished with death, & that a fit penalty be imposed for the maiming of them. You are also with the assistance of Our Councill and As sembly to find out the best means to facilitate and encourage the conversion of negroes and Indians to the Christian religion. You are to recommend to Our Councill and Assembly the raising of a Stock & building publick Workhouses in con venient places for the employing of poor and indigent people. And forasmuch as great inconvenience may arise by the liberty of printing within Our Province of Maryland, you are to provide by all necessary Orders that noe person use any Press for printing upon any occasion whatsoever without your special Lycence first obteined. Lastly if any thing shall happen that may be of advantage or security to Our said Province which is not herein or by Our Commission provided for We do hereby authorize and direct you with the advice and consent of Our Councill to take Order for the present therein Giving Us by one of Our principall Secretaries of State and the Lords of Our Privy Councill appointed a Committee for Trade and foreign Plantations speedy notice thereof and of all your proceedings and the condition of affairs within your Governt for Our information and directions. Provided always that you do not by colour of any power or authority hereby given you, comence or declare warr without Our Knowledge and command therein, except it be against Indians upon emergencies, wherein the consent of Our Councill shall be had and speedy notice thereof given unto Us. Copy of severall Letters and Papers received from New York with Answers to the same upon his Excellcys first arrival into this Province which being before omitted to be sent with the Journalls among the other Proceedings are now (by Ordr) drawn forth of the Councill Book to be transmitted for England and run in these following words Vizt
New York 24th September 1694. Sir, I did expect to hear of your arrivall to your Government but imbraced the present opportunity to wish you much joy. Your Councill can inform you how matters are between Maryland and New York the Accounts and protested Bills
