The right honble the Lords of the Council for Trade & Foreign Plantations being pleased to direct as followeth Vizt that all writings whatsoever have fair margents Capable to receive the Notes which there may be occasion to make upon them that in the Iournals & other publick Transactions the heads of each matter be minuted & set down in the margent by the Officers who transcribe them & that all papers whatso ever even petitions addresses or any thing of the like nature be constantly dated Ordered that the Clerk of this board & of the house of Delegates do diligently observe & conform themselves to such their Lordships directions Then came Mr Richard Beard high Sheriff of Ann Arundell County & acquainted the Board that by Vitue of his Excel lencys proclamation for supressing Pyrates he had taken into his Custody Mr John Blackmore & Mr William Cotter of the afd County and the said Mr John Blackmore & Mr William Cotter being Called in & examined before his Excellency in Council they say they went out of Jamaica under the Com mand of one George Rainer in a private man of war Commis sionated by the Lord Inchequin then Governor of Jamaica, went from thence to the red Sea & returned to Carolina having been out near two Years from Carolina they went to Pensylvania & from thence they Came hither to Maryland in the Year 1692 in the time that Colonel Copley was Governor of this Province The honble Thomas Tench Esqr Major Ino Hammond & p. 103 Captain Richard Hill being Inhabitants of Ann Arundel County do say they are well acquainted with the said persons who have very well & honestly behaved themselves ever since they resided in this province that they are both setled in this County & have plantations & Servants & endeavour to make great Crops of tobacco and that one of them vizt William Cotter is married & has two Children Whereupon it is advised that the said Iohn Blackmore & William Cotter do recognize to his Majesty with Sufficient Security that they be forth coming whenever his Majestys pleasure is signified concerning them Accordingly Major Hammond & Capt Hill two of his
