Lib. H. D. being the most proper place; for it will be in vain for them to come here to purchase for an Island Trade if they may not carry it there where they have it; but they will rather take up in Virginia where we understand there is no such prohibition or Injunction, and so this Province by his EXnCYS Zeale for his Majesties service loose the Trade thereof to his Majtes as well as his Subjects damage. Lastly we are inform'd that Newfound Land is reduced to his Majtes obedience, and thereby the occasion of that Procla mation, extinct, ffor wch reason we present it to yor Honors desiring you to joine with us in presenting the same to his Exncy the Governr desiring that the sd Proclamation may be disannulled & sett aside. Ordered thereon (considering advice is lately recd by sev erall Lrs from New England how that tht Province (God be thanked) has had a plentifull harvest this year and that New found Land has reced supplyes of Provision from New Yorke and parts) that Proclamation issue according to the request in the sd Representation set forth, But that it be exprest therein how that (for his Majtes service) his EXnCY is pleased still to continue that part wch gives Encouragement to persons that shall load & carry provisions to Newfoundland, provided they give Bond for performance thereof.
October the 23d 1697. A Proclamation being accordingly prepared, was produced Read and approved off, and was signed and Sealed by his Exncy at the Board & passed the Broad Seale of the Provin ce the Tenor whereof follows in these words Vizt

Maryland ss. Whereac by an Ordr of my selfe & Coundll bearing date the 2nd day of Iuly last past, it was thought fitt for his Majes p. 590 ties service and the severall reasons therein assign'd strictly to Command that no Shipps or other Vessells trading within this his Majtes Province of Maryland for any Provisions of wheat, Corn, Beefe, Porke or other Provisions whatsoever,
