By the Council in Assembly Iuly 20th 1699.

Vpon Reading this Bill & Comparing it wth his Majties
Royall Commission and Instructions It appears to this Board
that his Majtye has reserved these fines & Ameciamts to his
Royall Use for the Support of Governmt wch is Conceived
very agreable to Iustice and reason Since it is Genlly disobedi-
ence to his Royall Comands th[ occassions such fines wch is the

reason why this Board Cannot pass the sd bill being deroga-
tory to his Majtys Interest & Prerogative It is not wthout
Observation that in all the Bills that have been presented this
Sessions these fines & forfeitures that were formerly to his
Majtys Use are now applyed to pticular Uses of the Country
wch nevertheless for the good of the Country & Preserving
that Union Begun has been past here But wee Cannot but
recomend to you to have some Consideration of the prmises
for the future

A Bill for Sherifs read the first Time
Put to the vote if the Justices of the County Cort shall psent
three psons to serve as Sherif out of wch his Excy shall appoynt
one or not
Caryed in the affirmative
Put to the vote if the fine for not serving as Sherif for be
five or Ten pounds Ster.
Carryed for five pounds Sterl.
Put to the vote if the Clause in the Sherifs Bonds for offi-
cers ffees shall be Left out or not
Caryed in the Negative

By the house of Delegates July 20th 1699.

The Message this day sent by the honble Tho: Tasker has
been here recd & Read and as to the Bill drawne by his Majtys
Attry Genll for Publication of Manages it was Considered by
this house but in Reguard that the former Law for Publication
of Mariages was perpetuall & sufficient It was thought Con-
venient to Continue the same & the new Bill was thereupon
voted out
