Read the petition of Leivt Col Smithson publick Treasurer
of the Eastern Shoar praying allowance of Some money he
paid the honble Col Charles Hutchins for the Countrys Acct
Ordered that he be Allowed therefore
Majr Edward Dorsey's petition read and referred to the
Consideration of the house of Delegates.
The said petitions and Bills this day read with the Amend-
mts proposed sent to the house of Delegates by Iames Frisby
and Thomas Tasker Esqrs
Came Doctor Iacob Lockerman and Mr George Ashman
and brought the Bill for Appeals and Writts of Error which
being Amended as proposed is agreed to, and sent back to
the house.
It being the opinion of this Board that it is for the ease and
Advantage of his Matys Subjects here that Appeals should be
granted from the provinciall Court to the Governor and Coun-
cill for 50l sterl or 10000ls of Tobbo

Came Mr John Hall and Capt Walter Campbell from the
house with the following Message Vizt

By the honse of Delegates Iuly the 15th 1699

. This house are willing to Consent to such Amendmts as are
proposed but humbly desire to know to whom the Vestrys
shall render their Accts for that this house think it unreason-
able for the Severall Vestrys to Come to Annapolis to render
such Acc's Signed p Order

Whereto the following Answer was Sent by Robt Smith
Esqr and Majr Iohn Hammond Vizt

By the Councill in Assembly Iuly the 15th 1699.
This Board never had any thoughts of obligeing the Vestrys

to Come to Ammapolis to render their Accts of their disposeing

of the ten pounds of Tobbo p head but that they should render
their Acct to the Iustices of their County Courts
