[Council to J. Wilkinson.]
In Council Annapolis 20th Augt 1779
Sir.
We this Moment recd your Letter of the 9th Inst. Mr Jno
Randall was, long ago appointed Sub or State Cloathier un-
der the Resolution of Congress of the 23d March last and by
a Letter and Return received from him the other Day, we see
the Continental Issues have been very deficient. We have no
Cloathing on Hand nor any Means to provide it but what are
equally open to the Continental Officers, nor is any Money
appropriated or System adopted by this State for the Purchase
of any. We believe our Assembly expected, as we did, that
effectual Measures had long ago been taken to procure a
plentiful Supply
