issuing; that any Magistrate was competent to administer the
Oath and issue a Warrant, and that if he knew of Sluby's
being guilty of High Treason, it was a Duty he undoubtedly
owed the Public, to apply to a Magistrate immediately to have
him secured; that Letter, shewed to you, would have let you
pretty well into our Sentiments. We have seen Mr Paca on
the Part of your Letter regarding Thomas Storey. It will be
highly proper, on his not producing a Certificate and refusing
to take the Oath, which ought to be tendered to him, to
commit him to Prison and certify us of it, that we may either
remand him to Prison or send him back to his own State. There
is no Criterion by our Laws to determine who are and who
are not Residents, it is much wanted and our Act for the Better
Security of the Government seems defective, in not obliging
new Sellers to take the Oath to this State. If Mr Tilghman
has, as we have understood, taken the Oath of Allegiance to
Pennsylvania, and produces his Certificate, we do not know of
any legal Way to prevent his residing in this State.

Ordered that the western shore. Treasurer pay to Lieut John
Bailey of the 3d Regimt two thousand Dollars to be expended
in the Recruiting Service and Accounted for
Wednesday 4th August 1779

Ordered that the Commissary of Stores deliver to Lieut
Isaac Rawlings of Captain Campbells Co of Matrosses as much
Serge Denim as will make a Suit of Cloaths
That the said Commissary deliver to Zadock Tomlinson a
9 Mo Soldier in the 7th Regt Discharged, twenty eight Pounds
in Cloathing and also Twenty five Pounds ten shillings in
Cloathing for John Guise a 9 Mo Soldr in the same Regt
Discharged due them by the Act of Assembly to procure
Troops for the American Army
That the western shore Treasurer pay to Charles McConnell
Fifty five Pounds two Shillings and six pence for the use of
William Judah, to be charged to him on Account
That the said Treasurer pay to Robert Reith Four Pounds
ten shillings for Wafers Bought for the Council
