In Council Annapolis 27th May 1779
Sir
Our Lookout Boat has returned, as Capt Handy is gone up,
we suppose he carries you the same Intelligence which we
have. It is desirable to keep a considerable Force in Balti-
more and we wish the Militia would be patient enough to keep
together a little while longer; we delayed calling them
together because we were apprehensive that it would be next
to impossible to keep them together for any Time. The few
Militia who met here shewed so much Dissatisfaction at being
kept that, apprehensive they would discharge themselves if
we did not, we permitted them to go home after recom-
mending to the Officers to agree on and appoint Signals in Case
of Alarm. You will be able to judge from the Temper of the
Militia assembled at Baltimore, whether the same Step with
Regard to them, will not be most prudent and, if you think it
will, we request you to take it.

Sir
We sent to you by Mr Wailes, the Bearer of your Letter
8000£ to pay for the Flour you purchased. The Quantity
demanded of us, is made up, so that we would not have you
concern with any more; that which you have bought had best
remain a while, if in a safe Place as well because we do not
know where it may be wanted & the Danger of removing it
to a Place where any Quantity is already collected, as the
Possibility of its being wanted by the Militia, who must be
supplied with it, if they should be collected.
