In Council Annapolis 14th May 1779
Genl
Yesterday we recd your Secretary's Letter of the 4th Inst in-
closing the Resolution of Congress of the 3d The General As-
sembly have not given us any particular Powers, with Respect
to the Cannon belonging to this State, but, presuming that
they would, on this pressing Occasion, furnish Congress with
such as are not in immediate Use, we shall venture to let you
have any, not exceeding ten eighteen Pounders & five Nines,
on the Terms proposed, of having, the Cannon returned or to
receive the full Value, at the Election of the Assembly; they
all have Carriages & are at a good Landing on the Head of
this River.

Ordered that the western shore Treasurer pay to Thomas
S. Wootton Fifty nine Pounds two shillings & ten Pence, due
him per Acct passed by the Aud Genl
That the said Treasurer pay to Lieut Stephen Shelmerdine
of the 4th Maryld Regt Three thousand Dollars on Acct for the
Recruiting Service p G Smallwood's Instrs of the 9 Apl
That the said Treasurer pay to Lieut John Bailey of the
3d Regimt Three thousand Dollars on Acct for the Recruiting
Service p G Smallwoods Instns
That the said Treasurer pay to Nathan Hammond One
Pound ten shillgg due him p Acct passed by the Depy Aud.
That the Commissary of Stores deliver to Lieut John Bailey
of the 3d Regimt Eight yds Casmire, 25 pair Overalls & 25
pair Shoes
Ordered that the Commissary of Stores deliver to Lieut
Stephen Shelmerdine of the 4th Regimt 8 yds white Casmire,
27 pair Shoes and 25 pair Overalls
Commission of a Letter of Marque & Reprisal issued to
James Earle Commander of the Schooner Baltimore Hero 80
