That the said Treasurer pay to William Benson seven
Pounds p Acct passed by the Depy Aud.
Permission granted to Mrs Mariah Edmondson of this State
to go with her Daughter to New York in order to get a
Passage to Great Britain
Commission of a Letter of Marque & Reprisal issued to
Frederick Baker commander of the Sloop Hero 40 Tons
Burthen, mounting 6 Carriage Guns 8 Swivels, 2 Howitz &
14 small Arms, belonging to Richard Curson & Co Baltimore

In Council Annapolis 10th May 1779
Sir
We recd this Morning your Letter of the 9th Mr Nicholas
Worthington & Mr Rawlings waited on us on the same
Subject as that of your Letter. The Courts of Law can proper-
ly and only punish the Fact complained of and, as the General
Court sits To morrow, there will be an early Opportunity of a
full Enquiry. We are very sorry that any Excess should have
been committed, but we fancy the Letter you inclosed paints
the Transaction in Colours full strong and attributes Designs
to those who were concerned which we hope they did not
entertain. It may be of Service in preventing an easy
Credulity from receiving ill founded & mischevous Impressions
that some Gent of Weight in the Country would take the Trouble
to come down and coolly enquire into the Views and Designs
of those who have been concerned. We cannot but disapprove
of any Degree of Violence and shall forbid, by Proclamation,
any Repetition of it, but those who have engrossed or hold
Quantities of Grain ought at the same Time to be influenced
by the Dictates of Humanity and not drive the Necessitous
to Despair. We believe the ordinary Power is fully sufficient
to punish the past and that a little Moderation in those who
have to spare and our Efforts would prevent any Irregularity
in Future
