[Council to President of Congress.]

In Council Annapolis 21st April 1779
Sir.
The Person's Appointed in Consequence of the late Act of
Assembly of this State to purchase Wheat, Flour, and Bread
for the use of the Continental Army, are in Want of Money
to proceed in the Business. We are advised that about
10,000 Barrels are wanted; our Treasury is by no means able
to advance the money; if the Quantity is procured, it will not
cost much, if any Thing less than £400000. We have lately
advanced about 30000 Dollars for the Recruiting Service.
We request that Congress will furnish us, through the Hands
of our Delegates, with as great a Part of these Monies as can
be immediately issued and the Residue as soon as at all
convenient; the Purchasers already have a Demand on us for
upwards of 100,000£ and any Delay may produce very
disagreeable Consequences

Colo Wm Henry informs us that you have been purchasing
Flour in Kent County. As there are Purchasers appointed in
that & every other County in the State, we request you to
