Judges of the Orphans Court said Coty

Friday 26 March 1779

Present as on yesterday
Ordered that the western shore Treasurer pay to Henry
Baldwin Quart" Mastr to the 3d Regiment One hundred and
fifty Pounds due him by a Resolve of the General Assembly,
Genl Smallwood having in his Lre. of the 17th Inst, requested
the same to be paid him and that he had not received it.

In Council Annapolis 26th March 1779.

We enclose you a Copy of the Act passed by the Assembly
to assist in procuring Flour for the Army; you will see by it
that we are immediately to appoint one or more in each County
to purchase and that if it should appear to us absolutely neces-
sary, and not otherwise, we are to impower the Purchasers to
seize Flour &ca the Price is not limited. We shall immediately
make the Appointments, but it is highly proper that we should
be ascertained of the Necessity of exerting this extraordinary
Power which is left in us. We have understood, though not
from such Authority as we can depend on, that very lately,
there was Flour on Hand Sufficient for 93 Days Expenditure
besides a considerable Quantity of Wheat, we fear that this
Report may not be true but we have frequently heard that there
are considerable Quantities of Wheat collected at the Mills in
Harford and Cecil for the Use of the Army and large Quanti-
ties of Flour lying at and constantly transporting from the Head
of Elk. Pray obtain and transmit us as early as possible, the
best Information you can on this Subject, that we may be
enabled to exercise the discretionary Powers lodged in our
Hands to our own Satisfaction and the Public Expectation.
The Stills are stopped, but the internal Demand and that from
Massachusetts will, we fear, still raise the Price; the Board of
War in Massachusetts, has given a Power to purchase Flour
&ca in this State to the Amount of 60000 £ lawful Money.
You have also inclosed a Copy of a Resolution concerning the
Recruiting Service, occasioned by the Resolution of Congress
of the 9th Inst which came to Hand on Tuesday 8 o'clock at
Night; it was late in the Session as well as late in the Year
for Business of this Nature. We have no late Returns of our
