Annapolis 9th Septr 1778.
Sir.
I communicated your Letter to the Council; they and I are
of Opinion it is improper we should promote any Measures
for Mr Sluby's coming back again; if he has done any Thing
which may subject him to the Penalties of our Laws, our taking
such a Step would be an honorary Engagement to interfere in
his Favor, which we should not chuse to come into, but on a
full Knowlege of all Circumstances. The Depositions you
mention have not been produced here, as any of us remember,
if any such should, they will not influence in your Disfavour 'til
you have an Opportunity of Controverting them.

Sir.
We understand from several People that a general Suspi-
cion is entertained in Baltimore Town that Cargoes of Flour
have been shipped there and exported contrary to the late Act
of Assembly; it is said to have happened in so many Instances
as to Induce a Suspicion that there must be Negligence in the
Execution of the Naval Office, which, we are informed, is
wholly done by Deputy.
In a Department in which the United States are so much
interested, and the Faith and Honor of this State in particular,
is so much concerned, the Public and we, expect the most
attentive and vigilant Conduct, and it claims too, the frequent
Superintendance and Inspection, at least, of the Principal.
We are desirous of seeing you on the Subject of the Execu-
tion of your Office and request you'll come to Annapolis
to give us the Opportunity.
