Hands, if ready made Shirts could not be got, we desired
Mr Randall to press for Linen to make them; we do not know
Mr Randall's Success; we also desired to be informed whether
it was desired or expected that we should go on providing
Cloaths against next Fall. Mr Chase wrote the Governor
that the Cloathier General's Returns make the Stock in Hand
sufficient for 22,000 Men, we therefore apprehend that, on
proper Returns and a Warrant for the Purpose, all the
deficient Cloathing may be easily obtained, and we much wish
the proper Orders were obtained and that Mr Randall or some
Body else who would attend to it, was sent immediately for
what is wanting. All our Officers must know the labouring
Oar has laid full hard on this State and their Exertions ought
to be joined with ours to obtain the Justice our Soldiers and
this State are intitled to.

In Council 12 Augt 1778
Sir.
Colo Saml Smith writes us that many of the nine Months
men have inlisted for three years & most of them would, if
the Bounty was ready before their Time expires; he advises
an Application to Genl Washington for his Order to the Pay-
master General for an Advance of the money. We have wrote
to his Excellency for his Orders to advance the 40 Dollars on
Account of this State and we very much wish that as many as
fairly can, may be inlisted for the three Years, for we are ap-
prehensive, besides the Inconvenience, Delay and Expence of
filling up our Regiments with new men, if those who are for
nine months are discharged at a Distance from us most of
them will be entirely lost to this State. If the Money cannot
be obtained in this mode, be so obliging as to advise us of it
soon, with your Opinion of the sum necessary as we may
endeavour to furnish it sonic other Way. We shall be
obliged to you Sir, to furnish us with an accurate Account of
our Regiments, the Officers have never furnished us with one
and we remain as ignorant of their State as if we had no
Interest in or Connection with them. We should be glad to
be informed whether the deficient Cloathing has been obtained
from the Cloathier General by Mr Randall, or if not the
Occasion of it.
