[Council to G. Dashiell.]

In Council 8th Augt 1778.
Sir.
We received your Letter of the 28th July by Capt Irving.
We are sorry that we have no better Means of securing attro-

cious Offenders, and that we can with Propriety, do nothing

more than to approve your Conduct in placing a Guard over
the Prison, and desire a Continuance of it. It was mentioned
in the Course of last Session, to empower the Governor and
Council to remove Persons committed for Capital Offences,
from the County Jails to which they might be committed to
others of greater Security, but the Power was not given.

Commission of Letter of Marque & Reprisal issued to Sal-
isbury Blackmer Master of the Schooner Widow Wadman,
mounting four Carriage Guns, two Howitzers and one Swivel
navigated by fourteen men seventy one Tons burthen belong-
ing to David Stewart & Co. Baltimore

Tuesday n August 1778

Present as on yesterday
Ordered that the western shore Treasurer Pay to George
Davey three Pounds, five shillings per Acct passed by the
Princl Cl. to the Aud Gl

Philada Augst 11 1778
Dear Sir.
Your Letter to Congress was delivered and is referred to
the Marine Committee. It will be difficult & a Work of Time
to procure the different Resolves of Congress relative to Cap-
tures. I have seen only one of the Marine Board, the only
Instance he knows of is, that Capt Haveler says he struck to
the United States. As to the Jurisdiction it unquestionably
belongs to our Court of Admiralty. I am almost sure the
Effects are a prize to the Individuals, there is a Resolve on
this Subject, bound in a Pamphlet which is at my House.
