[Circular to Purveyors.]
Circular In Council 20th June 1778.
Sir.
We inclose you our Regulation of the Prices of Provisions-
In the Power given us by the late Act, we have made the
Advances of the Prices to the Inhabitants only under the Idea
that they were obliged to part from their Provisions at the
limited Prices. If Purchases have been made by you out of
the State or Provisions have been brought in with a View to
sell to you at the Prices allowed, as in such Instances the Profit
was the Motive to the Contract and the compulsory Provisions
of the Act could not in any Degree have influenced the Seller,
we do not intend there should be any Addition to the Price
you agreed for. Wherever the Addition ought to be made,
we wish you to do it soon, that the same Justice as is due may
be done to all and the whole Accounts setled as soon as may
be. Hoping and believing there is no immediate Occasion for
further Purchases, we request you will not make any without
further Orders from us, but as there will probably be great
Quantities wanted for salting in the Fall, it will be well to give
the People Notice that they may increase their Quantities,
especially of Pork, as much as they can and that proper
Measures will be taken in Time, to give them an equal and
generous Price. We are pressed by the Congress to send
forward all Provisions collected in this State; any that may
remain with you, we wish you to send to the Head of Elk, to
Colo Henry Hollingsworth.

But if you have any request from Colo Hollingsworth to
lodge the Provisions you have purchased at any other Place,
you'll do so. What you purchased for this State, we wish
you also to forward for the Continental Use, as it will save
Expence and Damage in Carriage.
