Act. It is ordered that on his procuring an Effective Man
to enlist in the Quota of Troops for this State in the Continen-
tal Service for three years or during the War discharging this
State of the forty Dollars State Bounty and procuring a Cer-
tificate from the Lieut of Kent County of his having passed
such Recruit that the said Thomas Masslin be discharged
from Service under the said Draft.
Commission of a Letter of Marque & Reprisal issued to
Peire Adelon Master of the Brig Called the La Comptis
Denery now in Patuxent River in this State mounting
eight Carriage Guns & ten swivels, navigated with twenty five
Men belonging to Peire Adelon and others, and also to Robert
Brisson Master of the Sloop called the Concord mounting six
Carriage Guns and ten swivels navigated by twenty two men
belonging to Peire Adelon and others.

Dr Sir
1 shall be much obliged to you to forward the enclosed by
some safe hand to Harford County.
A Mr Rudolph an officer of the Light Horse with a Ser-
geant paid me a visit a few days ago they were in pursuit of
Horses and demanded some of me. Mr Rudolph shewed no
Authority from Major Lee to press all horses between Chesa-
peake & Delaware that would suit for Light Horse. After
reading his Authority, I told him if he attempted to seize any
of my horses I would blow his brains out and if he did not
leave this State or cease to exercise such power I would issue
my warrants and commit him to Jail: he declined seizing my
horses and gave me to understand his power was only in Ten.
He and the Sergeant went to Talbot & there attempted to
seize a Horse but were baffled by a Spirited resistance. They
made a like attempt since & Mr Rudolph got a severe whip-
ping. He has since gone off, before he came to me he called
at Col Ed Tilghmans & seized a horse of young Neds which
he carried off. I knew nothing of it till too late
