to Offer that if Either the sd Cood or Clarke, or as many per- Lib. H. D. Sons as they Could Procure for to goe to England to make their Grievances known and Manage what Complaint they thought fltt against him, he would freely give them his Passe p. 426 to goe (if the Laws of the Countrey would permitt them) and ffifty pounds Sterl. out of his own pocket to help to bear their charges, as also give them such Letters of Recommendacons, whereby they might not be obstructed but forwarded to Come to the prsence of his Maty to prsent what Complaints or Grievances Whitehall they had to Offer in behalfe of themselves or the Countrey; and his EXnCY is pleased further to Say & Assure them that his Maty will As soon hear a Complaint from a beggar as a Rich Man against him or any person without any distinction.
Ordr abt Ordered that Copyes of the sd Declaracon be Copyes to be issued and writ forth and sent to the Severall Counties of the
Sent tb the Province & Published that publick notice be alsoe Severall Counties abt given by the Sherriffs to all the inhabitants of this
the Declara- Province in generall for to send to his Exncy by the ffirst oportunity what Grievances they have to Offer from their Severall Counties in Ordr to be prsented to the Next Assembly (wch its hoped will not be this Twelmonth or more, unless the Grievance of the Countrey require it) which shall be taken Care off (where proper) to be remedied.
Capt Oldtons Vpon the Complaint of Capt John Oldton Com abt three of mandr of the party of Rangers in Baltemore County his men how that three of his men have deserted the Garri son & obstinately refuse to remain there all winter, notwith- Whitehall standing a former Ordr thereabout, who being sent for to give the Reason for their not Staying there; and the sd Capt Oldton and two of his men appearing (the other being gon into Virga) were asked why they Obeyed not that Ordr of Councill, to wch they Answer that their pay had been Ordered them incon venient & out of their County so that they Could not Comply with their Creditors according to their Expectacon; Whereupon the sd matter was inquired into & found that the Committee had by a Mistake Ordered a great part of their Tobacco in Counties remote and inconvenient for Supply of the necessity of the sd Rangers, which thing is not possible now to be Remedied.
Ordr abt Ordered that the sd Capt Oldton & his Men do Capt Oldton . . & his men to not withstanding Repair to the Garrison and there continue at Remain all winter, pursuant to former Ordr his the Garrison all winter Exncy being pleased to say that he will Speak to the
Assembly next Sessions in their behalfe and that for the future they shall not be Served so, but have their pay
