Customes in England, And if it may not be Supposed, That Lib. H. D. an Act-which in its Consequencies may Endanger the good Correspondence which is necessary to be preserved, between the two Kingdoms may be repealed, We would humbly pro pose as the best expedient to Remedy the Inconveniencies by the sd Act, That there might be Such an Establilshmt of those Trades lyable to be Injured thereby as may give Encouragemt to the people and Inhabitants of England to employ their Stocks and Estates for the Carrying on those Trades to the best Advantage. And on the other Side that the Subjects and Inhabitants of this Kingdom be discouraged under Severe penalties from Engaging in the Stock or managemt of the sd Company. As to the West India Trade, with respect to his Maty's English Plantacons We humbly Observe to Your Lordships That the Acts of Trade and Navigation, doe in Great measure provide for the Security thereof, for that as the Laws of England now Stand none of the Enumerated Commodities as Tobacco, Sugar, Cotton, Wooll, Indico Ginger ifustick & other dying Wood can be Shipt at any of the sd Plantations until Sufficient Security be first given in the penalty of 1000 l for every Ship or Vessell under 100 Tons Burthen and of 20001 for every Ship or Vessell of a greater Burthen with Condition to bring the Same to England, Wales or Berwick and there to unload & put the Same on Shore the danger of the Seas only Excepted in such Shiping as is provided for by the sd Act, Nor Can any European goods be Exported to any of the sd Plantations, but what Shall be laden in England Wales or Berwick, and in Ships duly quallifyed and Navigated as aforesd under the Penalty of forfeiture of Ship and Goods Except Salt for the ffisheries of New England and New ifound Land Wines of the Grouth of the Madera's, Western Islands or Azores and Servants or horses from Scotland or Ireland and Provisions of the grouth & Production thereof Respec tively. But it may be further Necessary that the Governrs of the Respective Plantations, and the Severall Officers Employed under them be Awakened on this Occasion to put the aforesd Lawes in a Vigorous Execution, And moreover that a Cer tame Number of Vessells of Competent force be appointed to Cruise on the Coasts of America and else where with Suitable Instructions to the Comandrs for Seizing and bringing in as Prize all such Ships and Vessells as shall be found Trading in Contempt of the aforesd Lawes, or any of them, Custom House Londo All wch is humbly Submitted to 12th Decembr 1695. your Lordps Consideration R0 South- well Robt Clayton J: Chadwick Walter Younge Pa: Ward Sam: Clarke
