Commodities to or from your Governmt but shall be duly quallifyed and Navigated as thereby is Directed having a more particular Eye & Reguard to those places which are most Conveniently Scituated for the Scotch and other Illegall Traders to load & Discharge at. And withall let none be accepted or taken as Security with Masters of Ships but such as shall be persons of Sufficiency and Value and inhabitants on the place. It Remains only further that We Remind you of the Act of Trade made in the 15th year of the Reign of King Charles the Second, which provides that no European Goods (except what is therein Excepted) Shall be Imported into any of his Mats Plantations but such as shall be loaden and Shipped in England Wales or Berwick and in Ships and Vessells quallifyed and Navigated as therein is Directed, under the penalty of forfeiture of Ship and Goods, and every person or persons Importing any Goods or Commodities whatsoever into any of the plantations, is by the sd Act to Deliver to Each respective Governr or the Person Authorized by him within Twenty four hours after such Im portation, their Names and Sr Names, and a true Inventory and particular of all Such Goods, together with the place or places in wch the sd Goods were loaden or taken in Under the like penalty's of fforfeitures. Your Lordships Commands Signifyed by an Ordr of port unto the the 19th Instant Requiring the Comrs of his Mats Customs to Lay before this honrble House in Writing porll in Par- what they Conceive may be the proper means to liamt Upon the Scotch Remedy the Inconveniency's Arising by the late Act &cca Act of Parliamt made in Scotland for Establishing an East India Company there, We doe humbly Observe to your Lordships in Generall, That the Act for Encourageing of Shipping and Navigation in Scotland in the year 1661 being by this late Act rescinded and Despenced with for Ten Years and a ffreedome therby Granted to this Scotch Com pany, from all manner of Customs and other Dutys imposed or to be imposed by Act of Parliamt or otherwise dureing the p. 12 Space of 21th years must in Consequence have a very fatall Influence upon the Trade and Navigation and Revenue of
