        The Queens most Excellt MajtY in Councill.

    The Queens The Rt Honoble the Lords of the Comitte of Trade

    Ordr about

    Vessells to & Plantacöns having this day represented their

    Cruise upon opinion at the Board upon the Report of the Rt

    of Maryland Honoble the Lords Comissrs of the Treasury concern

    anding Ships trading directly from Scotland and Ireland

    to Virginia, Maryland & Pensi!vania referr'd to them

    by Ordr in Councill of the 12th of July last, her Majty in Coun

    cill is pleased to Ordr that directions be sent to Collonll Nichol

    son Governr in chief of Maryland to cause one or more small

    Vessels of about 40 Tunns each to be hiered wth Skillfull

    Comanders in those parts for whome he will be answerable,

    and to appoint them to Cruise upon the Coasts of Maryland

    and Pensilvania wth power to examine all Ships trading to and

    from those parts, and to inspect the clearings of the said Ships

    in the Collectors Booke in order to the discovery of forged

    Cocquets and Certificates and that for the defraying the charges

    of such Vessells and the Encouragement of the Commanders

    he dispose of their Majtes third part of the forfeitures upon the

    Acts of Trade and Navigation and the penaltyes recovered on

    forfeited Bonds within his Government in such manner as he

    shall find most conducing to their Majtes service herein.

      And that the like directions be sent to Sr Edmund Andros

    Governr in chief of Virginia for preventing the said abuses of

    the Acts of trade and Navigacon within that Colony and the

    Rtt Honoble the Lords Comissrs of their Majtes Treasury are to

    give all Necessary directions herein.

   

      Instructions to Capt Thomas Meech Comander of the Sloop

    Speedwell of Maryland Imployed by Collonll ffrans Nicholson

    Governr of Maryland for preventing frauds on that Coast in

    pursuance of their Majtes Ordr in Councill of the ninth of

    August 1694.

   

    First Act You shall take care that no goods or commodities

    Navigacon

    12 Car 2nd wtsoever be Imported into or exported out of the

    Act for said Colony of Maryland or any other of their

    regulating  .  . .

    Plantation Majesties Colonyes or Plantations in any Ships or

    trade 22: vessells wtsoever, but in such as doe truly & wthout

   

    2fld These fraud belong only to the people of England Ireland

    Certificates Wales or Berwick or are of the built of and belong

    to be signed by 4 or ing to any of the said Plantations as the Proprietrs &

   

    more of the right owners thereof, and whereof the Master &

     3/4ths of the Marriners at least are English under the

   

    in England penalty of the forfeiture and loss of Shipp and Goods

    for the time

    being to be recovered & disposed off in manner as by law
