July 28th 1694. Lib. H. D.
Read a Letter from the Commissioners of the Custome house of the 24th of Aprill last directed to the Rector & Governor of the Colledge of William and Mary in Virginia; Ordered that the same be Entered in the Journall of this Board, the which follows in these Words, Vizt
Gentlemen
Wee have Received yours of the 18th November Commis sionrs of the wherein you seem to be of Opinion that the Propo Custom sitions for allowing the Officers in Virginia and
Maryland certain Annuall Sallaries instead of three tor of Virga fourth parts of the Duties arising by the penny per g pound on Tobacco within their respective Districts
will be prejudiciall not only to the Colledge but to their majesties interest, And you having proposed Twenty p Cent as a sufficient Allowance for Collecting the said Duty with which you say the Collectors being generally well wishers to the Colledge will be content, Wee shall take our Selves noe further concerned therein then to Refer the same to you for making such Agreement and Settlement with the said Col lectors, who will otherwise find Encouragement for their dili gence in putting in Execution the Acts of Trade and Naviga tion by the third part of the fforfietures thereby provided for them. Wee concurn with you in Opinion that the Office of Comptroler & Surveyor Genll is superfluous since the Gov ernor of the Colledge can Audit the Accots of the sevarall Col lectors And Wee Agree as you desire that the said Office be let fall and the profits thereof saved to the Colledge which you are to signifye to Mr Philip Lytfoot the present Comptr and Surveyor with the offer of the next suitable Collectors place that shall become Void., Wee have considered the Reasons offered by you against sending this Duty of a penny p pound for England, And as for what thereof shall be actu ally paid down in Money Wee think it needless that it should be remitted hither And do therefore Agree with you that it be kept in the Countrey and applyed to the Vses of the Colledge p. 46 And if there can be good assurance had that the Tobacco which is taken in lieu of this Duty for want of Money to Answer and pay the same, shall be really shiped for England by the persons to whom it shall be sold, Wee shall incline to the said proposalls for settleing thereof in the Countrey to the best advantage rather than rune the hazard of the Sea in
