. my remembrance he said that he was sure they would not;
after this there was some discourse betwixt Mr Thomas Grun-
win, and the said Wheeler, how the beginning of it was I know
not, nor doe I remember that I tooke any notice or gave Eare
to it, till I heard Mr Grunwin say that Capt Allen ought to
have made his report to the Governmt for said the said Grun-
win, a Turks mann of warr may putt out a Kings flagg and
then how shall wee know this to be the Kings Mann of Warr,
unless he makes it known, The said Wheeler replyed that
the said Allen knew what he had to doe, and what he did,
upon this Mr Llewellin told him he did not beleive that his
Majtie ever granted a Commission to any man to come to nose
a Governmt Noe said Mr Grunwin, I beleive that his Majtie
is for haveing of all Governmtsunder him to be up held and
maintained, for he is a Governor himself of three Kingdomes,
after Mr Grunwin had said this, I told him that I thought that
Capt Allen ought to have made himself knowne upon his first
comeing hither, but whither he had or not I could not tell
what said Capt Wheeler must he come to the City of St
Maries, noe said I, to the head, to his Lsp if he had been here,
but now to those persons his Lsp has Deputed, what replyes
the said Wheeler must he come to a Chimney Sweeper: This
is the whole substance of what I then heard the said Wheeler
utter in words to this Effect, and further say not

Maryland ss. Novemb the 28th 1684:
Being at Mr Llewellins at St Maries in Company of Mr
Butler, Mr Llewellin and some others, Capt Wheeler came in,
and we askt him what news, he said he heard from the Kings
Ketch lately, I thereupon askt him how it stood with Coll Tal-
bott, and what was determined concerning him, he answered
that the Councill in Virginia sate about him a Thursday then
last past, and soe nothing knowne yett what was done: In

further discourse I said that I thought that Capt Allen ought
to have made his report to the Governmt at his comeing in he
answered that Capt Allen knew what he had to doe aswell as
I could tell him, and that he wore the Kings fflag; I said soe
might a privateere or an Algerine, and that I did not beleive
the King would grant any such Commission that should out
brave or top any Governmt under the King, or words to that
Effect, but that he would have them make their Report to the
Governor ffor I said the King himself is a Governr and Gov-
erns three Kingdomes, and that his Majly desired Governmt
should be maintained, and not trifled upon, Then said
