. harvest time most or greate part of the wheate made in sever-
all Counties of this Province more especially in Somersett
County was in a manner spoiled and unfitt for use, but that by
reason of the scarcity thereof it might probably vend and be
disposed off to fforreignors or be transported into other parts
of the world for some small matter wch would be better then to
loose it all
It was thereupon mooved in behalf of Mr Edmund Howard
of Sommersett County and accordingly granted, that he should
have lycense to transport what Quantity of the said Commodity
he shall think fitt notwithstanding a late Proclamation to the
Contrary
accordingly lycense was granted him as foll (vizt)

By the honble the Councill
Maryland ss:
Ordered that speciall lycense be granted unto Edmund
Howard of Sommersett County gentl, and he hath hereby
speciall leave and lycense granted him to transport out of the
aforesaid County, what Quantity of wheate he shall think
fitt, any Proclamation or ordr of Councill to the Contrary not-
withstanding and for soe doeing this shall be his sufficient
warrant. Dated at the Councill Chamber at the City of St
Maries the Tenth day of Qctober in the nineth yeare of the
Dominion of the Rt honble Charles &ca Annoq Dmi. 1684:
