Lib. R. R. any of the Peoples modest & reasonable requests. And till
then we must lett the Province know that we expect a prompt
Obedience to his Lordpps Lawes & just Comands as they now
stand warranted by Lawe And that we are resolved severely
to Enquire into any future breaches of the Lawes or disturb-
ances of the publiq Peace & repose of the Province. Looke,
we Intreate you, upon the distressed & miserable Condicon
of our Neighbour Colony torne in peeces under the maske of
publique Reformacon & ease from taxes. Reflect upon the
Barbarous Enimy hovering over our heads, & lett not any
under what Vizard soever leade you into the Calamityes of
an Intestine Warre, from which & from all others my Lords
Paternall care a long tyme defended, till some men wise in
their owne conceitts beyond the Lawe of God or Nations
enkindled a fire which yett burnes & will we feare consume
Thousands of the Guiltlesse as well as of Guilty, Unlesse God
in his mercy putt thoughts of Peace into the mindes of Bar-
barians, & fill their hearts with desires becoming the most
Christian & most Civilized Nations God wills Obedience &
not Sacrafice, & as a Reward of that Obedience you may as
certainly as justly Expect that ease from payments you so
earnestly Covett, when all struggling against knowne Lawes
does but Arme the hands of Justice, & force Governors to
chargeable wayes of Protection & defence of the whole,
unlesse they will render themselves Guilty of all the bloud
Rapine & Confusion that lawlesse Invaders of their Neigh-
bours Rights can Involve the negligent & unwary Governors
of a Country in, ffrom which wee hope God will defend his
Lordpp & all the good People of this Province.

Proclamation

fforasmuch as there are divers mutinous and Seditious per-
sons in Virginia who have presumed in a Rebellious manner
to take up Armes against his Sacred Majestyes established
Goverment there, under the Right Honble Sr Wm Berkeley
committing divers Outrages as well upon the persons as the
Estates of his said Maties faithfull Subjects & imposeing Oaths
upon the people by all meanes seekeing to bind their Con-
sciences to uphold their Rebellion, even against such fforces
as his said Matie shall thinke fitt to send for the Quelling of
the said Rebells and establishing peace in the said Colony
And whereas the said Sr Wm Berkeley hath forbidden all
Shipps rideing in Virginia to trade trafficke or Commerce
with any Inhabitant in Virginia least the said Rebells should
be aided, comforted or assisted. By the advice and consent
