Hambro, the officers keeping their Journals accordingly &
having no other papers on bd Rotterdam or Amsterdam are
the best ports, on their arrival at the outport of either of these
ports, let them report to the first officer as Bylyger on board
to Hambro from St Crus put in their for orders or in distress,
if to Rotterdam let the Capt immedly proceed up with the
proper papers & apply to Messrs Isaac Hubert & Van Ryker-
varsel desiring them to receive the said capt under their pro-
tection & to wait & follow my orders letting nothing be
landed if to Amsterdam the same directions will do to Messrs
Nicholas & Jacob Van Staphorst should you approve of this
plan please write frm first port your full directions to Alexr
Gillen & Co at Charles Town So Caroline & copies thereof pr
each vessel to Holland which will be duly attended to by.

Philadelphia November 1st 1775
Gentlemen. The Congress have directed the enclosed
Resolutions, and Papers to be transmitted to you. I submit
to your consideration whether it would not be proper to com-
municate copies to the Committee of Observation of each
County and request their diligent attention and steady execu-
tion of the Resolves, and if Annapolis cannot be defended it
would not be adviseable to remove the public Records and
Loan Office. I am gentlemen

Woodyard 2d November 1775
Honourable Gentlemen
Having long foreseen the present Troubles I have endeav-
oured to provide against them as well as I coud and tried to
prevail with all those I conversed with to do so too but to very
little purpose — from what motives I shall not take upon me to
declare. When the General Congress desired that all men
should prepare against the worst, 1 put my Arms in order laid
by what little powder and lead I had and purchased at an
advanced price what Powder lead & flints I could conveniently
get and powder run presently up to 20£ pr hundred. I have
been offered by the People of Virginia at different times first
