[Rogers and Alexander to Council.]
Philadelphia 25th February 1776.
Gent. Mr Alexander Ross, a gentleman of our acquaint-
ance, has applied to us to procure for him from Congress a pas-
port to Lord Dunmore, upon whom he says he has a very con-
siderable claim, which he hopes he shoud be able to secure,
cou'd he have an opportunity of making a personal demand.
From the multiplicity of business now before the Congress an
application of this kind wou'd be attended with great delay,
and as a licence from your Honorable Board will be at least as
effectual, we take the liberty of recommending him to your
indulgence, being well pursuaded he will religiously observe
any injunctions you may think proper to lay him under.

[Council to Baltimore Committee.]
To the Committee of Observation of Baltimore County.
Gentn
The Man of War of what particular Force we know not and
her Sloop or Schooner Tenders are now, we are certainly
informed, up as high as South River. We are not certain
that they may put into this River; they have in Tow a Provi-
sion Vessel they seized in the Bay. If there be any Vessels
landed in your River we would have you fall on the best
Expedients you can to secure them. Apprize Captain Nichol-
son or the commanding Officer of the Ship Defence of the
Intelligence directly. You will acquaint us as soon as you can
with any Measures you may think necessary for your Defence
that may be in our Power, and we will forward them with all
expedition.
