A Letter was sent to the Committee of Observation for Bal-
timore County about Sulphur and Sail duck.
Adjourned till 3 o'Clock & met according to Adjournment.
Ordered That Mr Charles Wallace Paymaster of the Forces
of this Province enter into Bond with sufficient security in [the
sum] of four thousand pounds Currency for the faithful Dis-
charge of his Trust.
Commissions issued to Thomas Watkins appointed Capt.
Thomas Noble Stockett 1 Lieut. Saml Watkins 2d Lieut &
William Harwood Ensign of a Company of Militia belonging
to the South River Battalion of Ann Arundel County.
Adjourned till next Day 10 o'Clock.

Baltimore 13 Feby 1776.
Gentlemen. Capt Charles Wells of the Pilot Boat Chatham
has applied to me to be excused from taking on board the
Flour which he has engaged to take in on accot of the Prov-
ince, as the Gentlemen who are concerned in the adventure,
are afraid it might subject the vessel to a seizure, in case a
Tender should happen to meet her, either here, or going into
Statia. The Flour is purchased by us & has been ever since
you were here and we have been waiting every day for his
order to send it down. We cannot undertake to grant the
Indulgence without your directions, and he now waits on you
for that purpose. If you can allow us to load the Sloop I
mentioned, this Flour may be a part of her cargo, in case you
permit Capt Wells to leave it out, And I shall be glad to have
your answer by him.

Wednesday 14 Feb. 1776.
Council met. Present as yesterday.

Ordered That the Treasurer of the Eastern Shore pay to
Capt. John Watkins two hundred Pounds for Subsist &
Advance money for his Recruits.
Ordered That the said Treasurer pay to Capt James Hind-
man three hundred Pounds to subsist & provide necessaries
for his Company.
Copy of Letter No 15 was sent to the Committee of Obser-
vation for Talbot County. Also a Copy of Letter No 16 to
Captains James Kent and William Henry in Virginia. And a
Copy of Letter No 17 to the Treasurer of the Eastern Shore.
