Whereupon as well for the reasons aforesaid & for that the
said Carrol hath already made a Breach of some Bonds by
him passed for the good Behaviour &ca saying he valued not
Bonds for that for a small matter he could procure a Noli
prosequi out of England & that for a pottle of Cyder or some
such inconsiderable value he would clear Mr Batson his fellow
Bondsman for a person accused for a most notorious Felon it
seemg also to the Board at this time that through the instiga-
tion of the said Carroll & such like Persons as himself a
Generall defection througout the Province is threatned and
likely to grow if not timely prevented to a greater heighth It
is advised resolved & Ordered that the said Carroll be closely
Confined till further order from this Board
Was then produced & ordered to be read to the Board a
Copy of a Letter from Sir Thomas Lawrence to the Lord
Nottingham as follows (vizt)

March 20th Mund: 92
My Lord
If in liew of transmitting to your Lordship Acts of Govern-
ment here & publick orders pursuant to my Instructions over-
ruled all by his Excellency in Councill Octr last the 14th I am
forced only to send my humble Complaints, if instead of
Copys of the Iournals of the Councill which always here were
in the Secrys custody at least at his command I only have in
answer to offer to your Lordship this Letter from the Clerk of

Liber K.

the Councill I hope it will in great Part be my Excuse if not
my Iustification your Lordship will see by it in what Capacity
I have been ever since I came hither either of Performing his
Majestys Commands or even of making my defence in what I
may be accused of the Clerk hath Constantly denied me the
Peruseall of those Books whereby I am utterly debarred of
looking into the nature of my Office from records & presi-
dents or of knowing how any order is worded which relates
to any Complaint made against me a thing never denyed to
any in Common right & Iustice on Thursday March 9th Mr
Denton who of Clerk of the Assembly I had made Clerk of
St Marys County was in Councill accused to me by the Govr
for expostulating with Coll Blakiston Collector of Potomock
too freely about this City Priviledges, & for not suffering his
Deputy Clerk just then going with him to keep the County
Court to obey the said Colls pretended warrant never shewn
tho demanded for which also he had by his Excellency been
before bound over in 200 £ to his good Behaviour, & to
answer at the next Provincial Court yet in the Interim was I
demanded without hearing the man to turn him out of his
employmt this because I excused my self from doing till the
