Monday the 28th of Nov: 1692.
Sir,
The Lords of the Committee of Trades and Plantations
having appointed to meet at four of the clock this afternoon
their Lordships will expect to receive the opinion of the Lords
Commrs of the Treasury upon the Representation of the As-
sembly of Maryland touching the 12d p hogshead for 25 ships
that left that Province in the year 1690. which they pray may
be received by Colonel Copley the Governor there as also
upon Colonel Copley's propoeall touching Bonds to be taken
from ships trading to Maryland, Copies of which Petition and
Proposal were sent to you by order of the Committee the
19th of September last to be layd before the Lords Comrs of
the Treasury for their opinion upon the matters conteined in
them.

Extract of Proposalls made by Coll Copley
Governor in Cheif of Maryland to the
Lords of the Comittee of Trade and
Plantation.
To avoyd False Traders it will be convenient that all Masters
of Shipps trading from England hither give Bonds in their
severall Ports before they come out to pay all dutyes and Cus-
tomes and to bring Certificates hither of their having given
Bonds and to give a Bond here to carry my Receipts of their
respective Certificates to the respective Ports the Mischief of
their giving Bonds here often.happens to be thus The Masters
can give no other Security then two Planters who generally
prove to be insolvent when there is Occasion to sue their
Bonds and false Certificates are often produced here by false
Traders All which I hope may be prevented by following the
Methods proposed.
