[photo, Historic Waterwitch Firehouse, East St., Annapolis, Maryland] Anne Arundel County has two municipalities: Annapolis (the State capital), and Highland Beach. The oldest is Annapolis, the county seat, incorporated in 1708. Highland Beach formed its own government in 1922.
