Contract #00184 av/arded to .'.'. :.'.. 21der paving and Contracting Company. Rejection of all bide on Contract #0208-^. Page 461. commendation of Chief Engineer Shirley, under date of April let, 1913. Upon motion of Mr. Goelin, seconded by Mr. Ramsay, the contract for the improvement of .49 miles of the York Hoad through Towson, in Baltimore County, being our Contract #00184, was awarded to W. M. Elder Paving and Contracting Company, tt their lowest bid of $18,348.92 for a bituminous concrete roadway, as recommended by Chief Engineer Shir ley in his letter of April 1st, 191S, the Board of Highways Commissioners of Baltimore County and certain property owners at Towson having jointly agreed to pay the $2,615.60 for 5030 lineal feet of curb and gutter included in this bid for said improvement. Upon motion of Dr. Hemsen, seconded by Dr. Clark, all bids for the improvement of 1.63 miles of road from Manchester toward Mexico, in Carroll County, being our Contract #0208-A, were rejected, and the work ordered readvertised, as recommended by Chief Engineer Shir ley in his letter of April 2nd, 1913, the lowest bid, that of Frech & Alien, amounting to $16,997.36, for a macadam roadway, being $1,970.26 above our approximate estimate for same. Upon motion of Dr. Clark, seconded by Dr. Rerosen, it was voted that the contract for the improvement of the road leading from the terminus of tho Meadow Branch Turnpike toward Frizzellburg, in Carroll County, a distance of about 1.37 milos, being our Contract #0204, be awarded to Mr. I. C. Moller, at his bid of $17,634.25, as recommended by Chief Engineer Shirley, in his letter of April ;:nd, 1913. Upon motion of Dr. Hemsen, seconded by Mr. Ramsay, the contract for the installation of electric lamps and a motor for the Contract for the ir.cta . lation operation of tho draw to the bridge over the Uanticoke River at of o lee trie lamps and a :notor for tho o .oration of the draw Sharptown, being our Contract #0262, was awarded to E. I. Rosenfeld to tho bridge ovor tho Ilanticol-ro River, at shi.rptovm. Contract & Company, of Baltimore, at their bid of $1,250.00, as recommended #0262, av/arded to 3. I. Roson- feld & company. by chief Engineer Shirley in his letter of April 3rd, 1913. A delegation from Cecil County, including Henry L. Constable, Chairman of the Citizens Committee of Cecil County, Mr. Joshua Clayton, and Mr. F. T. Kaines, appeared before the Commission, and asked for information as to the allotment of funds for Cecil County, under the Acts of 1908 and 19 1£, and as to the policy of the Commission in reimbursing Cecil County, for the excess amount spent by the former Commission under the Act of 1908. After a discussion, it was agreed that the Chairman would furnish them the information desired as to the financial status of Cecil County. Contract £GL04 av;arded to Ivlr. I. 0. Lioiler.
