(P) (R) Strathmore Hall Performing Arts Center. Provide a grant
to the County Executive and County Council of Montgomery
County to assist in the construction and capital equipping of a
multi-use performing arts center and educational facility on the
grounds of the Strathmore Hall in Bethesda, subject to the
requirement that the grantee provide an equal and matching
fund for this purpose (Montgomery County)................................

ZB02                       LOCAL JAILS AND DETENTION CENTERS

(A)    Baltimore County Detention Center. Provide a grant to the
County Executive and County Council of Baltimore County to
assist in the expansion, renovation and capital equipping of the
Baltimore County Detention Center, subject to the requirement
that the grantee provide an equal and matching fund for this
purpose. Notwithstanding Section 1(5) of this Act, the matching
fund may include funds expended prior to the effective date of
this Act............................................................................................

(B)     Charles County Detention Center. Provide a grant to the
County Commissioners of Charles County to assist in designing
an addition and renovations at the Charles County Detention
Center, subject to the requirement that the grantee provide an
equal and matching fund for this purpose. Notwithstanding
Section 1(5) of this Act, the matching fund may include funds
expended prior to the effective date of this Act...........................

(C)    Montgomery County Detention Center. Provide a grant to the
County Executive and County Council of Montgomery County to
assist in the design, renovation, and capital equipping of the
Montgomery County Detention Center in Rockville, subject to
the requirement that the grantee provide an equal and
matching fund for this purpose. Notwithstanding Section 1(5) of
this Act, the matching fund may include funds expended prior
to the effective date of this Act......................................................

(D)    Prince George's County Correctional Center. Provide a grant to
the County Executive and County Council of Prince George's
County to assist in the design and construction of the Phases I
and II expansion of the Prince George's County Correctional
Center, subject to the requirement that the grantee provide an
equal and matching fund for this purpose. Notwithstanding
Section 1(5) of this Act, the matching fund may include funds
expended prior to the effective date of this Act, provided that no
funds may be expended on the modified portion of this project
until:

(1) the Part I program plan modification has been approved by
