used to provide a portion of the funds to renovate Howard Hall at the University of
Maryland at Baltimore, and to permit funds remaining in the appropriation to
remodel a portion of Holloway Hall and funds remaining in the appropriation to
design and prepare detailed plans and specifications to replace PCB transformers
and convert the electrical distribution system to be used to provide a portion of the
funds to replace the HVAC systems in Caruthers Hall and Blackwell Library at
Salisbury State University, and to permit funds remaining in the appropriation to
construct a visitor trail system to be used to provide a portion of the funds to design,
construct, and equip museum and park improvements and exhibits, relocate
structures, and conduct preconstruction archaeological surveys and mitigation at
Historic St. Mary's City; amending Chapter 98 of the Acts of 1989, the General
Construction Loan of 1989, to permit funds remaining in the appropriation to
acquire and clear property for campus expansion to be used to provide a portion of
the funds to upgrade the HVAC system in Charles Hall and Charles Hall Annex at
the University of Baltimore, and to permit funds remaining in the appropriation to
construct and equip a Visitor's Registration Center at the Maryland Correctional
Institution for Women and funds remaining in the appropriation to construct and
equip a 192-cell housing unit and a 144-cell housing unit at the Maryland House of
Correction to be used to provide a portion of the funds to design and construct a
new medium security correctional facility in Allegany County; amending Chapter
206 of the Acts of 1989, the Washington County Detention Center Loan of 1989, to
alter the purpose of the loan to include the construction and equipping of an
addition to the Washington County Detention Center; amending Chapter 299 of the
Acts of 1990, the Washington County Detention Center Loan of 1990, to alter the
amount of matching funds to be provided by the Washington County
Commissioners; amending Chapter 421 of the Acts of 1990, the Maryland
Consolidated Capital Bond Loan of 1990, to permit funds remaining in the
supplemental appropriation to renovate Somerset Junior High School and Bird Hall
to be used to provide a portion of the funds to renovate the original portion of
Douglass Library at the University of Maryland Eastern Shore, to permit funds
remaining in the appropriation to design a 192-cell housing unit at the Maryland
House of Correction and funds remaining in the appropriation to demolish the
Officers' Assembly/Locker Room Building and Administration Annex at the
Maryland House of Correction to be used to provide a portion of the funds to
design and construct a new medium security correctional facility in Allegany
County, and to permit funds remaining in the appropriation to construct a new
academic building at St. Mary's College of Maryland to be used to provide a portion
of the funds to design, construct, renovate, and equip the Southern Maryland
Higher Education Facility; amending Chapter 471 of the Acts of 1991, the Maryland
Consolidated Capital Bond Loan of 1991, to extend the time for commitment of the
appropriation for the Art in Public Spaces Program, and to permit funds remaining
in the appropriation to construct facilities on the East Beach also to be used to
construct facilities on the South Beach at Sandy Point State Park, and to permit
funds remaining in the appropriation to construct and equip the new Salisbury
Barracks and Garage/Communications Building to be used to design the new Bel
Air Barracks and the Garage/Communications Building renovations, and to permit
funds remaining in the appropriation to construct and equip the Waterloo Motor
Vehicle Garage addition and renovation to be used to provide additional funds to
