replace the Berlin Radio Tower and construct a new tower in Worcester County,
and to permit funds remaining in the appropriation for emergency inmate housing
to be used to provide a portion of the funds to improve the central kitchen at the
Eastern Correctional Institution, and to permit funds remaining in the
appropriation to construct the Gatehouse/Registration Building at the Maryland
House of Correction and funds remaining in the appropriation to construct the
Visiting/Security Building at the Maryland House of Correction and funds
remaining in the appropriation for the State Use Industries' Meat Processing Plant
at the Maryland Correctional Institution - Hagerstown and funds remaining in the
appropriation for the Multi-Purpose Building at the Maryland Correctional
Institution for Women to be used to provide a portion of the funds to design and
construct a new medium security correctional facility in Allegany County, and to
permit funds appropriated for the design of a new Support Services Building at the
Maryland House of Correction also to be used to construct the building; amending
Chapter 524 of the Acts of 1991, the St. Mary's County Detention Center Loan of
1991, to extend the time for the Board of County Commissioners of St. Mary's
County to provide evidence of a matching fund to the Board of Public Works; and
amending Chapter 4 of the Acts of the First Special Session of 1992, the Maryland
Consolidated Capital Bond Loan of 1992, to permit funds appropriated for the
acquisition of land for parking spaces at the Ellicott City District Court / Multiservice
Center to be used for the design and construction of the parking spaces, to permit the
use of prior expended funds and in kind contributions as matching funds for the
Fair Hill Natural Resources Management Area, to permit a portion of the funds
appropriated for the renovation of the Albert M. Powell Fish Hatchery in
Washington County to be used for the renovation of the Bear Creek Fish Hatchery
in Garrett County, to permit funds remaining in the appropriation to expand the
Baltimore City Detention Center to be used to provide a portion of the funds to
design and construct a new medium security correctional facility in Allegany
County, and to permit funds appropriated for the design and construction of the Health
Sciences Facility at the University of Maryland at Baltimore also to be used for the
acquisition of property for the construction of the facility and for the equipping of the
facility, to permit funds appropriated for a new detention center in Washington
County to be used instead to design, construct, expand, renovate, and equip the
Washington County Detention Center, and to alter the matching fund provisions
that apply to certain capital grants; abolishing the General Construction Project
Contingency Fund; altering certain references to the General Construction Project
Contingency Fund; and altering the provisions of the Construction Contingency
Fund.
