The Board, subject to the authority of the Secretary
of Public Safety and Correctional Services as set forth
in Article 41 of this Code, shall have the following
powers and duties:
(h) To render each year to the Governor, to the
Secretary of Public Safety and Correctional Services, and
to the [legislative council] GENERAL ASSEMBLY a written
report of its activities.
SECTION 4. AND BE IT FURTHER ENACTED, That Sections
5(1) and (6), 6(b), 15, 16, 40A(d), 56, 61(b), (c) , and
(d), 73(a), and 93 of Article 40 - General Assembly, of
the Annotated Code of Maryland (197 1 Replacement Volume
and 1975 Supplement) be and they are hereby repealed and
reenacted, with amendments, to read as follows:
Article 40 — General Assembly

As used in this subtitle, the following terms have
the meanings indicated:
(1) "Legislative agent" means a person, who for
compensation received or to be received from an employer,
appears before the General Assembly[, the Legislative
Council,] AND any committees, subcommittees, or members
thereof, OR THE LEGISLATIVE POLICY COMMITTEE AND ANY
COMMITTEE OR SUBCOMMITTEE THEREOF, during any calendar
year to promote, advocate, influence or oppose, directly
or indirectly, any matter pending before the General
Assembly[, the Legislative Council,] AND any committees,
subcommittees, or members thereof, OR THE LEGISLATIVE
POLICY COMMITTEE AND ANY COMMITTEE OR SUBCOMMITTEE
THEREOF.
(6) "General Assembly" includes any member,
committee or subcommittee of the General Assembly or of
the Legislative [Council] POLICY COMMITTEE OR ANY
COMMITTEE OR SUBCOMMITTEE THEREOF.

The provisions of this article shall not apply to:
(b) Persons appearing before a legislative
committee [or the Legislative Council] OR THE LEGISLATIVE
POLICY COMMITTEE AND ANY COMMITTEE OR SUBCOMMITTEE
THEREOF at the specific invitation or request of the
committee [or council] and who engage in no further or
other activities in connection with the passage or defeat
of legislation.
