PROGRAM.

35.

THE LEGISLATIVE POLICY COMMITTEE SHALL MEET AS OFTEN
AS NECESSARY TO PERFORM ITS DUTIES AT A PLACE IT
DESIGNATES. A MAJORITY OF THE ENTIRE MEMBERSHIP OF THE
COMMITTEE CONSTITUTES A QUORUM. A SUBSTANTIVE ACT OF THE
COMMITTEE IS NOT VALID UNLESS APPROVED BY AT LEAST SIX
MEMBERS.

36.

THE LEGISLATIVE POLICY COMMITTEE SHALL KEEP MINUTES
OF ITS MEETINGS, MAKE PERIODIC REPORTS TO ALL MEMBERS OF
THE GENERAL ASSEMBLY, AND KEEP MEMBERS FULLY INFORMED OF
MATTERS WHICH COME BEFORE THE COMMITTEE. ANY MEMBER OF
THE GENERAL ASSEMBLY MAY ATTEND ANY OF THE MEETINGS OF
THE LEGISLATIVE POLICY COMMITTEE AND MAY PRESENT HIS
VIEWS ON ANY SUBJECT WHICH THE COMMITTEE IS CONSIDERING;
HOWEVER, MEMBERS OF THE GENERAL ASSEMBLY, OTHER THAN

THOSE WHO ARE MEMBERS OF THE LEGISLATIVE POLICY

COMMITTEE, DO NOT HAVE THE RIGHT TO [[PARTICIPATE]] VOTE
IN ANY DECISION THE COMMITTEE MAKES.

37.

THE RECOMMENDATIONS OF THE STANDING COMMITTEES,
STATUTORY COMMITTEES, AND SPECIAL COMMITTEES APPOINTED BY
THE LEGISLATIVE POLICY COMMITTEE SHALL BE COMPLETED,
COMPILED AND MADE PUBLIC, TOGETHER WITH THE REPORTS
RELATING TO THE RECOMMENDATIONS, AT LEAST 30 DAYS PRIOR
TO ANY SESSION OF THE GENERAL ASSEMBLY AT WHICH THESE
RECOMMENDATIONS ARE TO BE SUBMITTED. A COPY OF THE
RECOMMENDATIONS AND REPORTS SHALL BE MAILED TO EACH
MEMBER OF THE GENERAL ASSEMBLY, TO EACH ELECTIVE STATE
OFFICER, AND TO THE STATE LIBRARY.

38.

THE EXPENDITURES OF THE LEGISLATIVE POLICY COMMITTEE
SHALL BE AS PROVIDED IN THE ANNUAL OPERATING BUDGET. THE
COMMITTEE MAY ACCEPT GIFTS, GRANTS, CONTRIBUTIONS, AND
RESEARCH FUNDS FROM ANY PUBLIC OR PRIVATE DEPARTMENT OF
AGENCY FOR PURPOSES RELATED TO THE WORK AND ACTIVITIES OF
THE COMMITTEE, OR OF ANY OF THE STANDING, STATUTORY, OR
SPECIAL COMMITTEES AND SUBCOMMITTEES FUNCTIONING WHEN THE
GENERAL ASSEMBLY IS NOT IN SESSION, AND IT MAY EXPEND
THESE FUNDS FOR THOSE PURPOSES.

SECTION 3. AND BE IT FURTHER ENACTED, That Section
4(h) of Article 26A - Criminal Injuries Compensation Act,
of the Annotated Code of Maryland (1973 Replacement
Volume and 1975 Supplement) be and it is hereby repealed
and reenacted, with amendments, to read as follows:
