The Maryland Commission on Intergovernmental
Cooperation is established. It is composed from time to
time of members of the General Assembly of Maryland as
designated by the [Legislative Council] PRESIDENT OF THE
SENATE AND SPEAKER OF THE HOUSE OF DELEGATES of Maryland.
16.
The [Legislative Council] PRESIDENT OF THE SENATE
AND SPEAKER OF THE HOUSE OF DELEGATES shall appoint a
standing committee to be known as the [Legislative
Council's] Commission on Intergovernmental Cooperation.
There shall be sixteen members of this Commission, eight
to be members of the Senate of Maryland and eight to be
members of the House of Delegates of Maryland, and these
members shall include ex officio, the President of the
Senate, the Speaker of the House of Delegates and the
majority and minority leaders of both houses. The
appointments shall be at the pleasure of the [Legislative
Council. The Council] PRESIDENT OF THE SENATE AND
SPEAKER OF THE HOUSE. THEY also shall appoint a chairman
and a vice-chairman of the Commission to serve at [the]
THEIR pleasure [of the Council]. In addition, the
[Council] PRESIDENT OF THE SENATE AND SPEAKER OF THE
HOUSE may appoint to the Commission any member of the
General Assembly who holds a leadership position in a
national or regional legislative organization; these
members shall also serve at the pleasure of the [Council]
PRESIDENT OF THE SENATE AND SPEAKER OF THE HOUSE. The
appointments [provided in this section for the respective
houses shall be made by the President of the Senate and
the Speaker of the House of Delegates, as ex officio
chairman and vice-chairman of the Legislative Council,
and the appointments] may be made at any time.

(d) The committee shall be supplied with staff
assistance and procedural aid from the Department of
Legislative Reference, and the committee members shall be
reimbursed for their expenses incurred on committee
business from the General Legislative Expenses Fund as
administered by the Legislative Accounting Office; and
the committee has also the same powers as are given the
Legislative [Council] POLICY COMMITTEE in §30 of this
article.

The joint budget and audit committee shall give
detailed and systematic attention and study to all the
functions of budget analysis and review, capital budget
study, fiscal policy, fiscal research, legislative
post—audit, departmental operation and efficiency within
the State government, and any other problems, matters, or
procedures covered by or related to the provisions of
this subtitle and the several officers and employees
engaged thereunder. The committee shall meet and
