I am in full accord with the purpose of this bill that such a study
should be conducted. However, the Chief Judge of the Court of Ap-
peals of Maryland has requested that I veto Senate Bill 873 because
the proposed Commission would have no members who are representa-
tives of the Judicial Branch, which is the branch of State Government
most affected by the study.

In view of the foregoing, I have decided to create a Commission
on Judicial Reform by Executive Order, providing for broad repre-
sentation on the Commission. I have contacted the sponsor of Senate
Bill 873, and he has no objection to this course of action. Conse-
quently, I will promulgate an Executive Order creating a Commis-
sion on Judicial Reform composed of nine members with the mem-
bers appointed by the heads of all three branches of the State Govern-
ment.

For these reasons, and since the purpose of the bill can be put
into effect, I believe that Senate Bill 873 should be vetoed.

Senate Bill No. 876—Regulations for Friendship Airport

AN ACT to repeal and re-enact, with amendments, Section 23 of
Article 62C of the Annotated Code of Maryland (1972 Replacement
Volume), title "Friendship International Airport Authority," to elim-
inate the minimum penalty for violation of rules and regulations
of the Friendship International Airport Authority.

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 876.

This bill repeals and re-enacts Section 23 of Article 62C of
the Annotated Code of Maryland and eliminates the minimum penalty
for violation of rules and regulations of the Friendship Interna-
tional Airport Authority.

Senate Bill 471, which was enacted by the General Assembly
and signed by me on May 5, 1972, repeals the same section of the
Code, abolishes the Friendship International Airport Authority, and
provides for the acquisition of Friendship International Airport by
the State. Because of the inconsistency between the two bills, and
because the enactment of Senate Bill 471 renders Senate Bill 876
unnecessary, I have decided to veto Senate Bill 876.
