Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 685.
This bill requires the State to reimburse the subdivisions for
the full cost of principal and interest payments accruing on school
construction debt incurred after June 30, 1967, to finance construc-
tion contracts let prior to July 1, 1967.
As originally introduced, Senate Bill 685 required the State to
share in such debt service, in an amount equal to 80% of the per
pupil housed cost up to $1,500 per pupil housed. I supported the
bill in that form; and $1,100,000 was provided in the budget for
fiscal year 1972 and $2,000,000 was provided in the budget for fiscal
year 1973 to fund that expense. Repeated warnings were given that
no additional funds were available for this purpose. As amended, how-
ever, the bill would entail a mandated expenditure of $4,020,000 for
fiscal year 1972, and an expenditure of $3,957,000 for fiscal year 1973,
or a total of $7,977,000 for the two years. As noted, the budgets
provide only $3,100,000, leaving a deficit of $4,877,000 for which
no budgeted funds are available.
For these fiscal reasons, I am required to veto Senate Bill 685.

Senate Bill No. 873—Commission on Judicial Reform
AN ACT to add new Sections 141, 142, 143, and 144 to Article 41
of the Annotated Code of Maryland (1971 Replacement Volume),
title "Governor—Executive and Administrative Departments," to
follow immediately after Section 140 thereof and to be under the
new subtitle "Commission on Judicial Reform," creating a six mem-
ber Commission on Judicial Reform, providing for the employees
and expenses of the Commission, establishing the duties of the Com-
mission, terminating the work of the Commission by April 15, 1974,
transferring remaining property of the Commission to the Board of
Public Works, and generally relating thereto.
