and located in the City of Frederick; but only for such time as this
property is owned by the Foundation.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 98
(Senate Bill 669)

AN ACT to add new Section 13B (c) to the Code of Public Local
Laws of Allegany County (1965 Edition, being Article 1 of the
Code of Public Local Laws of Maryland), title "Allegany County,"
subtitle "Bel Air Special Taxing Area," to follow immediately
after Section 13B (b) thereof, as added by Chapter 171 of the
Acts of 1965; and to repeal Section 13D (c) of the same Code of
Public Local Laws, and the same title and subtitle, and to enact
new Section 13D (c) in lieu thereof, to stand in the place of the
section repealed, to provide for the disposition of surplus funds
held by the Citizens' Committee for the Bel Air Special Tax area
of Allegany County, to deal with the books of account and the
accountant of the Special Tax area, and generally relating thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 13B (c) be and it is hereby added to the Code of
Public Local Laws of Allegany County (1965 Edition, being Article 1
of the Code of Public Local Laws of Maryland), title "Allegany
County," subtitle "Bel Air Special Taxing Area," to follow immedi-
ately after Section 13B (b) thereof, as added by Chapter 171 of the
Acts of 1965, and that Section 13D (c) of the same Code of Public
Local Laws, and the same title and subtitle, be and it is hereby re-
pealed and new Section 13D (c) enacted in lieu thereof, to stand in
the place of the section repealed, all to read as follows:

13B.

(c) Any moneys, from whatever source derived, held by the
Citizens' Committee after making provisions for lights may be
expended for:

(1)   Whatever purposes as are expended by contributions to the
voluntary fire departments providing fire protection to the Bel Air
Tax area;

(2)   The construction and maintenance of community playgrounds
and other recreational and play areas; and

(8) The provision for other community projects and services as
needed or desired by the citizens of the Bel Air Tax area.

The expenditure of any surplus funds held by the Citizens' Com-
mittee for the special tax area shall be made only after due consid-
eration by the Committee and a concomitant majority vote of the
